Fort Bend County Community Development Block Grant – Disaster Recovery 2017

Fort Bend County Disaster Recovery Voluntary Buyout Program is a program jointly operated through Fort Bend County Community Development Department and the Texas General Land Office.  The mission is to assist homeowners whose homes were damaged by the 2017 flooding to relocate outside the threat of flooding.
Homeowners who own a property in a Fort Bend County floodway or flood plain may be eligible to receive buyout assistance. About Us

What is the Fort Bend County Community Development Department?

The Fort Bend County Community Development Department was created in 1992 by the Fort Bend County Commissioners Court to administer the Community Development Block Grant (CDBG) Program and other federal housing programs for the County. Since that time, the Community Development Department’s scope has been expanded to include the administration of several other programs.

In 1994, Fort Bend County was designated a participating jurisdiction (PJ), and therefore became eligible to receive a grant directly from the U.S. Department of Housing and Urban Development (HUD) through the HOME Investment Partnerships Program. In 1995, Fort Bend County became eligible to receive a grant through the Emergency Shelter Grant (ESG) Program which is now Emergency Solutions Grant (ESG) Program. Fort Bend County is part of the Houston Eligible Metropolitan Area (EMA) for the Housing Opportunities for Persons With AIDS Program (HOPWA).

Housing and Urban Development (HUD) requires a Consolidated Plan, a single submission for the planning and application aspects of the CDBG, HOME, ESG and HOPWA formula programs. The consolidated submission also consolidates the reporting requirements for HUD programs, replacing five general performance reports with one performance report, the Consolidated Annual Performance and Evaluation Report (CAPER).

Service Areas

The Service area for the Consolidated Plan includes the unincorporated areas of the County and the incorporated areas of Arcola, Beasley, Fairchilds, Fulshear, Kendleton, Meadows Place, Needville, Orchard, Pleak, Richmond, Rosenberg, Simonton, Stafford, Sugar Land, and Thompsons. The County’s service area does not include the cities of Houston, Katy, Missouri City and Weston Lakes.

CDBG - Mitigation Action Plan

The Community Development Block Grant - Mitigation (CDBG-MIT) program provides a long-term recovery opportunity for regions impacted by the severe storm and floods of 2015, 2016, and Hurricane Harvey.  The Texas General Land Office (GLO)  created this program based on the $4.29 billion federal allocation for Texas by the United States Department of Housing and Urban Development (HUD) through their notice published 84 FR 4538 (August 30, 2019).

Within the overall allocation, the GLO has created three (3) separate state competitions for regions impacted by the disaster events of 2015, 2016, and Hurricane Harvey.  As a “most impacted” county, Fort Bend County is an eligible applicant in each of the three competitions, which combined may distribute $1.2 billion statewide.  The purpose of the program is to encourage eligible jurisdictions to identify meaningful and impactful projects aimed at mitigation activities that will eliminate long-term risk of injury, loss of life, and damage to and loss of property.

On September 22, 2020, Fort Bend County and the Fort Bend County Drainage District will hold public hearings for Fort Bend County residents to provide input on their applications to the CDBG-MIT program.  The public is encouraged to comment.

Section 108

The CDBG Program regulations at 24 CFR 570.700 Subpart M Loan Guarantees allows public entities to borrow CDBG Program funds for eligible Section 108 projects and to pledge the use of future CDBG Program grant allocations to make the interest and principal loan payments on the loan
