Captain Matt Carter is the Division Commander for Court Security and Record Services.  The courts consist of 24 different courts to include: District Courts, County Courts, Family Courts, and Specialty Courts such as Juvenile and Drug courts.Record Services maintains all records and documents for the Detention Division, as well as, all criminal records from the Sheriff’s Office. The Records Unit also assists the public with open records request, background checks, and offense reports. The Alarm Unit provides assistance for homeowners applying for new permits, as well as, keeping track of yearly renewals. The Game Room Regulatory Unit assists with the application process when requesting a permit for a commercial game room within the county.

Captain Carter began his law enforcement career in 1992 when he joined the Bellville, Texas Police Department as an evening shift Dispatcher while attending Blinn College. Captain Carter became a certified peace officer in June 1995 when he completed the Gus George Law Enforcement Academy. He joined the Fort Bend County Sheriff’s Office in September 1995, beginning his career in the Detention Division. During his more than 23 years at the Sheriff’s Office, Captain Carter has served in the Detention Division, Patrol Division, Criminal Investigations Division, Training Division, Identification Division, and Emergency Operations / Communications Division.

Captain Carter graduated Magna Cum Laude with a Bachelor of Science in Criminal Justice from the University of Houston-Downtown (UH-D). Captain Carter has also earned a Master of Science in Criminal Justice from the UH-D. Captain Carter is a graduate of the 235th Session of the FBI National Academy and holds Master Peace Officer and Advanced Instructor Certificates from the Texas Commission on Law Enforcement (TCOLE).
